Liberal Democrat leader Nick Clegg says his party will guarantee £2 billion pounds to provide personal elderly care.
He believes the money is vital to ensure health provision is based on need rather than the ability to pay.
The party also want to hand back control of health services from central governement to local communities as part of their vision of a 'People's Health Service'.
Many older people find it hard to pay for the necessary treatment once they are retired and Clegg believes this has wider implications.
